Sapper Balbir Singh SC

Sapper Balbir Singh hailed from Nathupur village in Tanda tehsil of Hoshiarpur district, Punjab. He was the son of Smt. Ramawati Devi and grew up with a strong sense of determination, discipline, and patriotism. Motivated by a deep desire to serve the nation, he chose a career in the Indian Army and embraced the challenges and responsibilities of military life. He was inducted into the 113 Engineer Regiment of the Corps of Engineers, one of the oldest and most distinguished arms of the Indian Army. The Corps of Engineers plays a vital role in supporting military operations by ensuring the mobility of friendly forces, restricting the movement of the enemy and enhancing the survivability of troops on the battlefield. Its combat engineers undertake demanding tasks such as constructing bridges and operational tracks, preparing helipads and defensive positions, and laying or clearing minefields. Beyond combat operations, the Corps also contributes to military infrastructure through the Military Engineer Services (MES) and strategic road construction through the Border Roads Organisation (BRO). Its personnel are required to combine technical proficiency with physical endurance, tactical awareness and the ability to operate effectively under challenging conditions.

As a member of the Corps of Engineers, Sapper Balbir Singh underwent military training and developed the professional skills required to perform his duties in support of the Army's operational formations. His service called for discipline, teamwork and a readiness to undertake demanding assignments in varied operational environments. After serving in his parent unit, Sapper Balbir Singh was deputed to 13 Rashtriya Rifles in Jammu and Kashmir, where he became involved in counter-insurgency operations. The operational environment in the region demanded constant vigilance, sound fieldcraft and the ability to respond swiftly to emerging threats. For Sapper Balbir Singh, this deployment brought responsibilities that tested not only his military training but also his determination and commitment to duty.

Counter-Insurgency Operation (J&K): 17 Oct 1995

During October 1995, Sapper Balbir Singh was serving with 13 Rashtriya Rifles in Jammu and Kashmir, where his unit was engaged in counter-insurgency operations against armed terrorists. The region remained highly sensitive from a security perspective, and troops deployed there had to maintain constant vigilance and respond swiftly to intelligence regarding terrorist movements. The operational environment demanded courage, alertness and the ability to undertake dangerous missions in challenging terrain and inhabited areas. On 17 October 1995, 13 Rashtriya Rifles launched a search-and-engagement operation in Karhama village in the Ganderbal area of Srinagar district, following information about the presence of terrorists. At approximately 1:30 PM, the troops came into contact with the terrorists, who suddenly opened fire on them. An intense gun battle ensued and continued for nearly six hours. During the encounter, Sapper Balbir Singh was serving as one of the scouts, responsible for observing the surroundings and helping the troops identify and respond to threats. Displaying exceptional alertness and combat proficiency, he engaged one of the terrorists and eliminated him before the latter could retaliate. As the operation progressed, other terrorists attempted to escape but were pursued by Sapper Balbir Singh and a fellow soldier. The two soldiers manoeuvred to corner the fleeing terrorists between two houses, restricting their opportunity to escape.

The terrorists took shelter inside the houses and opened indiscriminate fire on the troops. The confined surroundings and the terrorists' determined resistance made the situation increasingly dangerous. With the gun battle continuing and darkness approaching, it became imperative to neutralise the remaining threat before the terrorists could escape under its cover. Recognising the urgency of the situation, Sapper Balbir Singh displayed extraordinary courage and initiative. Without allowing the danger to deter him, he broke through a window and entered the room where a terrorist was hiding. A fierce hand-to-hand struggle followed, during which he successfully eliminated the terrorist. However, while carrying out this daring action, he sustained a gunshot wound to his neck. Despite the grave risks involved, Sapper Balbir Singh's actions resulted in the elimination of two terrorists and the recovery of two AK-47 rifles during the operation. His injuries, however, proved fatal. On 17 October 1995, while being evacuated to the hospital, he succumbed to his injuries and made the supreme sacrifice in the line of duty. In recognition of his conspicuous bravery and supreme sacrifice, he was posthumously awarded the Shaurya Chakra, one of India's peacetime gallantry awards.

Sapper Balbir Singh is survived by his wife Smt Sukhwinder Kaur.
